    North Yorkshire Centre Rules

    1. Any site or part of a site on which a rally is held shall be for the exclusive use of the members of the Caravan Club caravans. The attendance at the site and/or payment of the Rally fee shall be an acceptance by the member of these rules.


    2. The Centre Committee reserves the right to refuse the use of the Rally site to any member, without being obliged to give a reason, or to request any member to remove his caravan.


    3. The authority for the conduct of the Rally shall be vested, for the time being, in the Rally Officer or his appointed deputy, who in the event of a member breaking these rules shall be authorised to request such member to remove his caravan from the site and thereupon, the Rally Officer shall report the matter immediately to the Centre Committee for such action as shall be deemed necessary.


    4. Every member must report to the Rally Officer on arrival at the site with his caravan before pitching. A member must be prepared to substantiate his identity by producing his membership card if requested to do so by the Rally Officer.


    5. Each van and towing vehicle must be placed on the pitch indicated by the Rally Officer or his  deputy, with the front offside corner of the van on the peg.


    6. A Member shall book a rally by communicating their intension, in advance of their attendance, to the rally officer providing them with sufficient information as to their identity, time of arrival and type of unit. The full Rally Fee shall be paid to the Rally Officer or his deputy on arrival at the site.


    7. At the expiration of the period of the Rally the member’s caravan must be removed from the site,  unless prior arrangements were made by the Rally Officer with the site owner.


    8. Members may use their own latrine tent if desired which must be erected in the position indicated by the Rally Officer. A pup tent to a maximum size of 6ft. x 4ft. may be erected in the space normally allocated for an awning. In addition, to protect the occupants, the tent must be surrounded by a windbreak that would also be within the area normally allocated for the awning. The tent is to contain no more than “3 under 14 year old’’ or “2 over 14 year old” children. All occupants of the tent must be dependants or in the care of members of the Caravan Club. Under no circumstances can gas, electrical or inflammable appliance be used in the tent.


    9. Open fires are not allowed on the Rally field except with the consent of the Rally Officer.


    10. Solid waste and waste water must be deposited in the receptacles and places provided, or as

    instructed by the Rally Officer.


    11. The speed limit on the Rally site shall be 5 MILES PER HOUR. Only fully licensed drivers are allowed to drive vehicles on the Rally site and in no circumstances are driving lessons etc. permitted.


    12. Animals must at all times be held or tethered on leads not exceeding 12ft in length, and must be exercised in a designated area, Any person may, after due warning of a breach of this rule, be  asked to leave the site by the Rally Officer.


    13. The receipt, by the Rally Officer, of the Rally Slip at least 10 days prior to the Rally shall be a  pre-requisite to the supply of Rally Plaques. No member shall be entitled to a Rally Plaque unless they attend the Rally with their caravan.


    14. In view of the number of young children usually at a Rally, members must ensure that radios etc. are operated at a reasonable volume, so as to avoid waking children who may have been put to bed.


    15. The use of generators is limited to: 2 hours only between the hours of 10 am - 6pm unless  you are the Rally Officer.


    16. On account of damage to caravans, flying kites, model aircraft and frisbys, use of bicycles,  catapults and airguns in Centre Lines is not allowed on or over the site, and the playing of ball games is only allowed on the portion of the site designated by the Rally Officer.


    17. There is no responsibility by the Centre, or Rally Officers for Accidents.


    18. THE RESERVATION OF SITE PEGS IS FORBIDDEN, the only exception being that the Rally  Officer be allowed this facility for their assistants.


    19. Where the Rally Officer has made a specific request, in writing to the Committee, in advance of the events programme publication deadline, the Committee may authorise that the rally, social and other additional costs must be paid in full, at least 1 month prior to commencement of the rally. Where this is applied, no refunds will be made after this date.


    20. Milk and / or newspapers will only be provided at rallies at the discretion of the Rally Officer,  and this will be printed in the Centre Events Programme.


    21. These rules are supplementary to the obligation which all members undertake on joining the  Club, and which include the observation of the Caravan Code and the Country Code, but in the event of any variance these rules shall apply.


    22.a. Members of the committee shall be expected to have an attendance at eight of the twelve committee meetings in one committee year. The year beginning on the first committee meeting in October immediately after the AGM and ending with the last committee meeting in September prior to the next AGM.

    b. Members of the committee shall be expected to attend a minimum of one in every four committee meetings. Any committee member who misses three out of four committee meetings, using a rolling four month period will be deemed to have not met this expectation.

    c. A member of the committee shall be expected to carry out effectively all the duties allocated to him/her. Any member who has demonstrably failed to do so over a period of 12 months will be deemed to have not met this expectation.

    d. Any committee member who fails to meet the above expectations may, at the discretion of the rest of the committee, be removed from his/her position and/or be deemed ineligible to be nominated for committee for 3 years starting from the next AGM. Any committee member removed from their position has the right to make a statement to the committee as defined under rule 8 of rules governing centres.

    When applying the above rules the committee must take into account any health related issues and extenuating circumstances that may have a bearing on the above. Every effort must be made to resolve the problem before applying the above rule.


    23. There is no statutory limit to the time Committee Members or officers hold a post, with the exception of the Chairman’s post which is limited to three years.

    The retiring chairman will not be eligible to stand for any Centre Committee position for 3 years, unless during this period there is a vacancy for one of the three compulsory Centre Committee positions (Treasurer, Secretary or Chairman) and no nominations for the vacant position, then the retiring or immediate past chairman may stand for the vacant position.


    GENERAL NOTES

    For the information of new members, the Rallies referred to in this programme take the form of social gatherings of Ralliers who have a common interest in their hobby. Be tempted to attend one and meet your fellow members who will give you a warm welcome. In addition, special items of entertainment or amusements to coincide with some of the events have been arranged by the Rally Officers. Notes of these will be given to you on arrival at the Rally. NO UNITS SHOULD ARRIVE ON RALLY SITE BEFORE 5PM ON THE FIRST DAY OF THE RALLY, UNLESS OTHERWISE STATED IN THE HANBOOK.


    Study the Handbook/program, select the rallies you would like to attend during the year, fill in and return to the Rally Officer a Rally Slip or book online if available, ensuring that it reaches them not later than 7 days prior to the Rally. If you are attending your first rally with this Centre, please mark the rally slip where indicated before sending it off.


     Remember that there are many children around the sites, SO PLEASE KEEP YOUR SPEED DOWN TO 5 M.P.H.


    On arrival at a rally, report to the Rally Officer who will ask you for the balance of any rally fee due, together with the cost of any milk or newspapers ordered. They will then show you where they would like you to site your unit. If you are attending your first rally make yourself known to the Rally Officer and any Committee Members who will be only too pleased to help you if you need any advice. If a member cancels a rally without 10 days prior notice, the Centre Treasurer will be instructed by the Rally Officer to reclaim any costs incurred in addition to the non-returnable £3 booking fee.


    All members should make their own arrangements for sanitation at rallies, disposal facilities being provided. OTHER REFUSE SHOULD BE TAKEN AWAY WITH YOU.


    If you have an animal please ensure that it is always under control. Keep it on a lead and exercise it away from the vans.


    When the rally is over, please ensure that no litter has been left around your pitch and kindly return all empty milk bottles to the Rally Officer’s van before leaving.


    Remember at all times to observe the Caravan Code, including the Country Code, to which each member subscribes when joining the Club.


    IN VIEW OF THE LIMITED ACCOMMODATION ON SOME RALLIES, EARLY BOOKING IS ADVISED.


    The word Unit refers to Caravans, Motorhomes, Trailer Tents and Tents


    ASSISTANCE GIVEN TO LEAVE THE RALLY FIELD, TOWING OFF

    Should you accept the offer of a tow by a vehicle, other than your own, you do so at your own risk. Should any damage occur, neither the owner or the driver of the towing vehicle, can accept any responsibility what so ever. Members should affix the towrope to their own vehicle and remove it after being towed. A donation towards the cost of fuel is acceptable.
